As a leader in the Minnesota Department of Health, the Assistant Commissioner of Health Improvement manages and directs the operations of this bureau, which includes oversight of the Child & Family Health, Health Promotion & Chronic Disease and Community Health divisions. This requires a mission-driven, experienced individual who will embrace the vision and guidance for the agency and administration-wide policy initiatives. Responsibilities include, though are not limited to:
Provide managerial and administrative direction to bureau division directors and other staff to implement agency programs, align activities with strategic priorities, ensure a positive work culture with maximum efficiency of operations and effective use of resources. Cultivate and promote an inclusive work environment for all with respect to diversity, equity, and inclusivity. Leads Bureau in efforts to identify and implement strategies that improve public health systems. Counsel and advise the Commissioner on bureau related issues to support executive decisions that are aligned with MDH goals and objectives. Facilitate and oversee health equity efforts within the reporting divisions. Facilitate cross-divisional and interagency work to ensure collaboration occurs within the department of health and between state agencies. Design and direct the development of legislative proposals and initiatives and coordinate legislative activities within the bureau, including testifying before legislative hearings. Develop and maintain ongoing relationships with external stakeholders so that mutual needs and concerns are met. Participate in MDH management as a member of the agency’s leadership team to develop a performance management strategy and strategic direction for the agency. Effectively managing staff working in a hybrid environment.
Previous professional experience must demonstrate: Qualified applicants will be reviewed by hiring manager on an ongoing basis until posting closes.
Experience managing a statewide, regional, or national health program, including health care delivery and payment systems, and health equity strategies Ability to articulate programs and policies of the administration to varied clientele both within and outside the department, including experience drafting new legislation, policy, procedures, and rules. Thorough knowledge of the theory and practice of public and business administration and the practical uses of strategic planning Expert skill in negotiation; conflict resolution; strategic, short range and project planning; time management; cost-benefit assessment; technical and program evaluation; written and oral communications; and budgeting. Leadership and delegation skills to effect desired changes within the organization. Technical expert knowledge sufficient to plan, organize, direct, implement and explain complex programs and practices. This includes broad knowledge of human services issues, delivery systems, funding mechanisms and roles and authorities of federal, state and local government.
Five (5) years managerial experience, managing major health programs and operations, including strategic planning and directing the work of managers and professional staff. Bachelor’s or Master’s degree in Public Health, Public Administration, Health Care Administration, Public Policy, Epidemiology, Microbiology, Medicine, Nursing, or a closely related public health field Experience responding to media requests, public meetings, orally or in writing and be skilled at-risk communication, with the ability to respond nimbly during interviews, public meetings and other spontaneous settings.
